Speaking on Friday after days of meetings with both Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas [pictured] in Jordan, Kerry said the groundwork had been laid for the resumption of talks.
?We have reached an agreement that establishes a basis for resuming direct final status negotiations between the Palestinians and the Israelis,? he told reporters in Jordan.

TWS Urges Farm Bill Passage with Thompson-Fortenberry Amendment
In June, TWS sent two letters regarding The Federal Agriculture Reform and Risk Management Act of 2013 (H.R. 1947; hereafter the Farm Bill). The first letter, to all members of the House of Representatives, applauded the efforts of the House Committee on Agriculture for reporting out a bipartisan five year farm bill and encouraged its passage by the whole House.
In the second letter, TWS along with 27 other agricultural, wilderness and conservation organizations urged Speaker John Boehner and Minority Leader Nancy Pelosi, to support the Thompson-Fortenberry Amendment. The Thompson-Fortenberry Crop Insurance Accountability Amendment would have re-coupled crop insurance with conservation compliance, and included language which was almost identical to that in the Senate bill. The amendment was withdrawn the night before the vote on the House Farm Bill, although it would have been brought up again during conference had the bill passed the House. Instead, the bill failed in a vote on the floor, leading to uncertainty among farmers and others, given the September 30, 2013 expiration of the current Farm Bill.
TWS Speaks Out on Immigration Bill
TWS sent two letters in June regarding the Senate?s Immigration bill. In the first letter, TWS, along with 29 other organizations, urged members of the Senate to support Senator Wyden?s amendment No. 1318 to the Senate Immigration Bill (S. 744), ?The Border Security, Economic Opportunity, and Immigration Modernization Act.? The amendment, which was withdrawn before it was voted on, sought to remove a provision which allowed the Secretary of the Department of Homeland Security (DHS) to waive any federal, state, or local laws for construction of roads, barriers, and other physical tactical infrastructure. The amendment also sought to remove (1) the section exempting NEPA regulations (which are already categorically excluded under the Homeland Security?s Directive 023-01), and (2) an unnecessary requirement for additional fencing, infrastructure and technology included in the ?Southern Border Fencing Strategy.?
In the second letter, TWS along with 21 other organizations opposed the Corker-Hoeven Amendment to S. 744 the Senate?s immigration Bill. The Corker-Hoeven amendment would unnecessarily mandate the construction of hundreds of miles of additional double layered walls along the Southwest border. The letter noted that additional wall construction would cause even more damage to the land, wildlife, and communities, and serve as barriers to stop the flow of water. Already, border communities and public lands have experienced serious flooding as the result of the current walls. Roads, businesses, and public lands have been damaged by this flooding. The wall also severs the migration pathways of imperiled wildlife, including jaguars, ocelots, and big horn sheep, possibly contributing to their decline.
TWS Weighs in on Missouri River
The Wildlife Society contacted Chairmen Bill Shuster and Ranking Member Nick Rahall from the Committee on Transportation and Infrastructure, as well as Chairmen Bob Gibbs and Ranking Member Timothy Bishop from Subcommittee on Water Resources and Environment, urging them to oppose H.R. 1460. This bill directs the Chief of the Army Corps of Engineers to revise the authorized purposes described in the Missouri River Mainstem Reservoir System Master Water Control Manual. Currently, the authorized purposes for the Corps of Engineers to consider included fish and wildlife, flood control, navigation, hydropower, water supply and quality, irrigation and recreation. The bill would remove fish and wildlife as an authorized purpose.
The Missouri River is of vital importance to all fish and wildlife resources associated with the river, and any action to remove fish and wildlife as a congressional authorized purpose of the Flood Control Act of 1944 would be a disservice to the American people. TWS urges funding the completion of the Missouri River Authorized Purpose Study (MRAPS) which would assess the eight purposes of the 1944 Flood Control Act as well as oppose H.R. 1460.
Comments on EPA Watershed Assessment for Bristol Bay
The Wildlife Society provided comments on the Environmental Protection Agency?s revised draft of the Bristol Bay Watershed Assessment. The proposed large scale mineral development in the Pebble project area would jeopardize the Bristol Bay ecosystem.
TWS recommended changes to the Summary of Uncertainties and Limitations section (ES-28), specifically recognizing the uncertainty of mining impacts to terrestrial wildlife in the designated project area. TWS outlined 4 unexpected effects of the project: the mine infrastructure and transportation corridors on the distribution and movements of large mammals, alteration of aquatic habitats on waterbirds, changes in salmon abundance on populations of their terrestrial predators such as brown bears and wolves, and increased human access to sport and subsistence harvest of fish and wildlife. TWS urged the EPA to move forward with a 404 (c) determination under the Clean Water Act, allowing the agency to implement restrictions on mining activities that would damage the ecosystem.
NAWCA and NMBCA Organizational Letter Supporting Reauthorization
The Wildlife Society, along with American Bird Conservancy, Association of Fish and Wildlife Agencies, Ducks Unlimited, National Audubon Society and the Nature Conservancy wrote to Chairman John Flemming and Ranking Member Gregorio Sablan from Subcommittee on Fisheries, Wildlife, Oceans and Insular Affairs advocating for them to support funding and legislation reauthorizing the North American Wetlands Conservation Act (H.R. 2208) and the Neotropical Migratory Bird Conservation Act (H.R. 1291). NAWCA protects over 26.5 million acres of wetland and NMBCA programs conserve over 4 billion migratory birds.
TWS supports this legislation and recognizes that further cuts to the funding of these programs will negatively impact migratory birds on their wintering grounds in countries outside the United States. Deteriorating habitat conditions will contribute to a higher number of threatened and endangered species. TWS and the cosigning organizations urged the Committee to move H.R. 2208 and H.R. 1291 reauthorization bills through the Committee process quickly.
Take Action: Support Invasive Species Prevention
TWS members are encouraged to visit the Action Center and urge their representatives to co-sponsor the Invasive Fish and Wildlife Prevention Act of 2013 (HR 996/S 1153). For decades, scientists and experts have been calling on federal officials to analyze the risks of non-native species before allowing them to be imported. The act would improve regulations for importing non-native, invasive species by requiring the Secretary of the Interior to work with scientists, experts, and the public to assess the risks associated with importing exotic species. This legislation would significantly strengthen the ability of federal regulators to make rapid, science-based decisions on whether non-native fish or wildlife species pose a risk to ecosystems within the U.S. and cause economic damage or threaten public health.

LONDON (AP) ? Stocks continued to rise Thursday on the Federal Reserve's promise to extend its stimulus policies if necessary and upbeat U.S. economic and corporate earnings reports.
In prepared remarks to lawmakers in Congress, Fed Chairman Ben Bernanke said Wednesday that the Fed's timetable for reducing its bond purchases was not decided and that the central bank could even boost them if the economy fails to meet expectations.
The Fed wants to see substantial progress in the job market before scaling back its $85 billion a month in purchase of government bonds and other financial assets, he said.
Expectations the Fed might start tapering off its stimulus in September caused market jitters last month. So his clarification this week that he was not pre-committed to a schedule encouraged investors.
In Europe, the FTSE 100 index of British shares was up 0.9 percent to 6,632.39 while Germany's DAX rose 0.5 percent to 8,295.44. The CAC-40 in France gained 0.9 percent to 3,904.89.
Wall Street opened higher, with the S&P 500 up 0.3 percent at 1,686.56 and the Dow 0.5 percent higher at 15,544.42.
Also supporting markets was news that U.S. jobless claims fell 24,000 last week to 334,000, a sign of steady job gains.
Corporate earnings were mixed. Morgan Stanley shares rose 3.7 percent, boosting financial stocks, after its second-quarter profits beat expectations. But Nokia shares slid 4 percent as its sales continued to drop sharply.
Google and Microsoft are due to announce results later. The focus will also return to Bernanke, who will continue his testimony to the Senate.
In Asia, Japan's Nikkei 225 rose 1.3 percent to 14,808.50, its highest close in two months, but gains elsewhere in the region were much more modest. Australia's S&P/ASX 200 added 0.2 percent to 4,993.40. Shares in Indonesia, Malaysia, Thailand, India and Singapore were also higher.
China-related shares were mostly lower, reflecting gloom over news earlier in the week that the world's second-largest economy posted its second straight quarter of slower economic growth in April-June.
Hong Kong's Hang Seng shed early gains to fall into negative territory, losing 0.1 percent to 21,345.22. Benchmarks in mainland China and Taiwan also were lower. The Shanghai Composite dropped 1.1 percent to 2,023.40.
"The slowdown of growth in China is still the main concern," said Linus Yip, a strategist at First Shanghai Securities in Hong Kong.
In other markets, the benchmark crude contract for August delivery was up 64 cents at $107.12 in electronic trading on the New York Mercantile Exchange. The contract rose 48 cents on Wednesday.
The euro fell to $1.3076 from $1.3117 late Wednesday. The dollar rose to 100.46 yen from 99.62 yen.

That 18-year-old from Long Island who ran onto Citi Field during the All Star Game?after he got 1,000 Retweets of his Tweet saying that he'd run onto the field if he got over 1,000 RTs?was arraigned yesterday in Queens for interfering with a professional sporting event (thanks a lot, Calvin Klein). The Post reports that Dylan McCue-Masone "was released on his own recognizance, his annoyed mom by his side."
McCue-Masone had been at the game with his dad, who had no idea his son was planning the stunt. His father told the Daily News that his son did ask him what would happen:
?I told him, ?They?d probably arrest you,?? Mason said.Dylan went back to watching and live-tweeting the game, then told his Dad he had to go to the bathroom.
"I gave him twenty bucks,? Mason recalled. ?(I) told him he could get a snack if he wanted."... As he watched his youngest son getting thrown onto the grass with a grin on his face, only one thought sprang to Bob Mason?s mind. ?My ex-wife is going to kill me,? he thought.

McCue-Masone had Tweeted images of text messages from his mother urging him not to run onto the field, but he did it anyway. I was at home watching the game when they announced a fan on the field, and then I panicked."
Others who have run onto fields during games have been banned from those stadiums. It's unclear if MLB will ban McCue-Masone from all professional baseball fields since he did it during an All Star Game.

Dylan Williams, 8, was hit in the neck during baseball practice in Union City on Tuesday evening.
He went to a Winchester hospital before being transferred to Riley Hospital for Children at IU Health in Indianapolis. He died from his injuries Wednesday night, according to the Marion County Coroner?s Office.

BRASILIA (Reuters) - Brazilian President Dilma Rousseff vowed on Wednesday that her government will not spend beyond its means, rejecting the temptation of increasing outlays to improve public services in the wake of an outburst of national discontent last month.
In one of the most delicate moments of her presidency, Rousseff said her Workers Party government remained committed to the fiscal responsibility needed to curb high inflation and keep public finances in order.
Massive street protests against Brazil's poor public transport, health and education services in June undermined Rousseff's popularity and raised pressure on her government to increase spending ahead of next year's elections.
"Our pact for fiscal stability and inflation control limits any temptation for fiscal populism," Rousseff said in a speech to an advisory group of ministers and business leaders.
"The principal is that we can only spend what we have, so we don't compromise our fiscal balance."
Rousseff plans to freeze some budgeted spending to regain the confidence of investors worried that spending is out of control, even as politicians within her ruling coalition are calling on her to spend more to fix dilapidated hospitals and schools.
However, many investors still doubt Rousseff can tighten the reins on spending because her initial response to the demonstrations was to promise billions of dollars in fresh money to upgrade deficient urban transport.
A presidential vote next year will also add spending pressure on Rousseff, who has seen her re-election chances drop sharply in the aftermath of the protests, recent polls showed.
Voting intentions for Rousseff, who is widely expected to run for re-election, dropped to 33.4 percent from 54.2 percent before the protests, according to a survey by MDA Pesquisa released on Tuesday.
The Rousseff administration has relaxed fiscal rules and bolstered its fiscal accounts with cash transfers to the Treasury, such as bringing forward dividend payments from state-owned companies. The creative accounting was criticized for its lack of transparency.
Higher public spending tends to fuel inflation and add to the country's debt burden.
Rousseff said on Wednesday that inflation will decline and end the year within the official target of between 2.5 percent and 6.5 percent. Annual inflation climbed to a 20-month high of 6.70 percent in June.
"Inflation in Brazil has been falling consistently in the last few months," said Rousseff, adding that inflation in July should be near zero. "We are certain that inflation will end the year within the target."

CHARLOTTE, N.C. -- Duke Energy and North Carolina environmental regulators have proposed a settlement in a lawsuit that said coal ash at a power plant threatens Charlotte's water supply.
The settlement calls for Duke to assess the sources and extent of contamination at the Riverbend power plant and also at a power plant in Asheville.
The settlement will be open for public comment for a month.
Duke would be fined $99,000 if the settlement is approved.
Jamie Kritzer with the North Carolina Department of Environment and Natural Resources Department says the settlement allows regulators to determine the extent of contamination before a plan is developed.
The Southern Environmental Law Center says the settlement does not go far enough, saying it allows more study of Mountain Island Lake on a problem that has been known for years.
The lake provides drinking water for 750,000 people.
Frank Holleman with the Southern Environmental Law Center said the order could have forced Duke to take immediate steps to stop the contamination.
"It gives Duke amnesty for its past pollution in return for a token penalty that amounts to a parking ticket for contaminating Mountain Island Lake," he said. "And it doesn't stop one ounce of pollution from entering that lake in the future."
Duke says its ash has not harmed the lake's overall water quality. It says seepage from the lagoons' earthen dams, cited by the state, is normal and doesn't indicate structural problems.

NEW YORK (Reuters) - Wall Street was set for a flat open on Tuesday as profit-taking after the S&P 500's eight-day advance and investor caution about monetary policy outweighed Goldman Sachs' doubling of its quarterly profit.
Data showed consumer prices rose more than expected in June as gasoline prices jumped, but underlying inflation pressure remained benign, pointing to lukewarm domestic demand.
The data, along with a housing report later in the day, comes one day before Federal Reserve Chairman Ben Bernanke testifies before the House Financial Services Committee. Investors about monetary policy and the economy.
Investors will be looking for clues about when the Fed might begin to reduce its bond-buying program, which has helped stocks to reach record highs.
Goldman Sachs Group Inc's shares
"It's again a tribute to the nimble trading in their fixed income group and that's what they're always known for," said Jack De Gan, chief investment officer at Harbor Advisory Corp in Portsmouth, New Hampshire.
"This is a much more impressive number for financial markets and it's going to be tough for the other investment banks to measure up to that."
On Monday, Citigroup's strong earnings helped push the S&P 500 to post its longest winning streak since mid-January.
"We've had eight straight up days in the S&P, so we could have a down day (today) just for trading purposes," De Gan said.

WASHINGTON (AP) ? The House Republican sponsor of the Voting Rights Act updates said Wednesday that Congress must pass a new anti-discrimination law before the 2014 elections that restores the federal supervision the Supreme Court struck down in June.
"The Supreme Court said it's an obligation of Congress to do this. That's a command of a separate but co-equal branch of government to do that," Rep. James Sensenbrenner, R-Wis., told reporters Wednesday after urging the Senate Judiciary Committee to get moving on the issue. The law, he said, should be passed before the congressional elections. He added that House GOP leaders are open to the task, but they have to see a draft first, it must address the court's objections and be "politically acceptable in both houses" of Congress.
"The American people expect us to roll up our sleeves and get to work," Rep. John Lewis, D-Ga., a veteran of the civil rights movement, said at the same hearing.
The 1965 law and its extensions have historically won overwhelming bipartisan support.
But Republicans and Democrats working together is a tall order in an age of divided government and scorched-earth partisanship that only died down a day earlier when the Senate struck a deal to avert a ban on some filibusters. Democrats control the presidency and the Senate, while Republicans have the House majority.
More broadly, the Voting Rights Act hearings this week in the Senate and, on Thursday, in the House, come at a tense time for race relations. The nation is grappling with the acquittal this week of George Zimmerman in the shooting of unarmed teen Trayvon Martin. President Barack Obama, the country's first black president, has reacted cautiously to the Florida jury's verdict.
And politically, Republicans are struggling through immigration in their bid to appeal to Hispanics and other voters who turned out overwhelmingly for Democrats in last year's elections. So rewriting a part of the Voting Rights act is sensitive for the GOP.
The high court put race relations squarely in Congress' hands last month when the justices ruled 5-4 to strike as outdated a 1975 formula that determines which districts are required to get Washington's permission to change their voting practices. The ruling gutted the key provision of the landmark 1965 Voting Rights Act, credited with ensuring ballot access to millions of black Americans, American Indians and other minorities. Chief Justice John Roberts wrote that Congress has an opportunity to retool the law's so-called preclearance sections that give the U.S. Justice Department veto power over local election changes.
Sensenbrenner, who as House Judiciary Committee chairman led the 2006 extension of the law, Lewis and other lawmakers reacted angrily immediately after last month's ruling and urged Congress to quickly update the language struck down by the court. But some Republicans, like House Speaker John Boehner, have been noncommittal. House Judiciary Committee Chairman Bob Goodlatte, R-Va., has pledged to hold a hearing on Thursday but has not said whether he'd support the legislation Sensenbrenner and Lewis are urging.
"They need to see a draft," Sensenbrenner said of other Republicans who have not urged legislation.

Feelin' hot, hot, hot!
A national heat wave is expected to reach its peak today, as temperatures along the East Coast rise into the 90s and 100s. To make things worse, the high humidity has produced heat indexes of between 110 and 120. What's the "heat index," and how does it work?
The heat index tells you how hot it feels at a given humidity. Moist air feels hotter than dry air because it makes sweating less efficient. On a hot, dry day, your sweat will evaporate quickly and cool your skin; under humid conditions, sweat evaporates more slowly and doesn't do as much. Just as the wind chill attempts to measure how cold it feels under certain wind conditions, the heat index tries to measure how hot it feels given the humidity.
The formula for heat index is based on work completed in the late 1970s. R. G. Steadman wrote a paper called "The assessment of sultriness," in which he used a list of 20 factors to compute how hot you might feel on a given day. These factors included the rate at which you sweat, the type of clothes you're wearing, the surface area of your body, and what you happen to be doing.
To isolate the effects of temperature and humidity on the perception of heat, Steadman invented a typical situation: A person who's 5 feet 7 inches?and weighs 147 pounds walks at about 3.1 miles per hour in a light breeze, wearing long pants and a short-sleeved shirt. Then Steadman filled out his 20 variables with information from this scenario and figured out how hot his fictional person would feel at different outside temperatures and levels of humidity. He put the results in a table: Higher humidity would make his exemplar feel hotter, while drier conditions would make him feel cooler than it really is. For any given temperature, there is a percent humidity at which the weather "feels" exactly as hot as the thermometer indicates.
Meteorologists with the National Weather Service used Steadman's table to derive a simpler formula for heat index by creating a function that approximates its values (to within 1.3 degrees Fahrenheit) using only two variables?temperature and percent humidity. Since the formula incorporates all of Steadman's assumptions, how hot you feel may differ from the heat index reported on the evening news. For example, weather reports say that today's heat index in New York City is 106, and that the wind is blowing at 11 miles per hour. But the formula for heat index assumes that the wind is blowing at only 5.8 miles per hour?so the added breeze might make it feel cooler than what's been reported. (Unless it were really hot out?when it gets up into the high 90s, the wind actually makes you hotter.) Likewise, the further your dimensions are from?5 feet 7 inches?and 147 pounds, the less likely you are to feel like it's 106 degrees.

The focus of this inventory, some of which has been placed into a searchable spreadsheet, is to support the National Energy Modeling System (NEMS) and to research cost information in state-mandated energy efficiency program evaluations ? e.g., for use in updating analytic and modeling assumptions used by the U.S. Energy Information Administration (EIA). At EIA, NEMS is used in developing the Annual Energy Outlook (AEO) projections. NEMS is also used to prepare analytical studies for the U.S. Congress, the Executive Office of the President, other offices within the U.S. Department of Energy, and other Federal agencies. Outside EIA, NEMS is used by other nongovernment groups, such as the Electric Power Research Institute, Duke University, and Georgia Institute of Technology. In addition, the AEO projections are used by analysts and planners in other government agencies and nongovernment organizations.
These data, which have been used as a sampling source for EIA's purposes, support the EIA goal of quality improvement to maintain relevancy and consistency with changing energy markets and represent a limited sample of recent utility energy efficiency program evaluation, measurement and verification (EM&V) reports pertaining to residential, commercial, and industrial energy efficiency programs and measures. The intent of making this information available is to facilitate further research by enabling the rapid location and comparison of EM&V reports in terms of geography, scope, and other relevant characteristics. This inventory is national in scope with the exception of California, for which the CALMAC system provides a ready source for EM&V information. EIA does not plan to maintain this spreadsheet over time, so interested parties will need to verify any changes to EM&V documents or records status made after the spring of 2013.
EIA reviewed and catalogued 329 data sources containing program evaluation results. These primarily were presented in 108 "Annual Reports" to commissions. An additional 115 reports were designated as "Impact" and/or "Process Evaluation" Reports. Thirteen documents reviewed were either applications for bill riders containing past evaluation results to support a utility's petition for billing rates, or program filings containing evaluation results to support the next program cycle. Two program websites are included (Louisiana Department of Natural Resources and Alabama Power) because they contained program results. The remainder of the documents is more generally designated as evaluation reports, EM&V reports, program results, or savings reports.
There is substantial research interest among the government and trade organization communities in state energy efficiency initiatives. The American Council for an Energy-Efficient Economy, the Consortium for Energy Efficiency, the Northeast Energy Efficiency Partnerships, and the Database of State Incentives for Renewables & Efficiency (DSIRE) website are just a few that monitor and actively contribute to the energy efficiency program arena.
Electric and natural gas utilities, or sometimes government agencies or third-party entities, offer incentives and assistance through energy programs to eligible customers or constituents considering equipment installations or activities to reduce consumption of energy resources in their homes, buildings, and other facilities. These programs may be required by state regulation and enforced by a public commission, or they may be voluntary. EIA, through a contract with Science Applications International Corporation (SAIC), aggregated this EM&V information from primarily public sources.
To research U.S. efficiency program evaluation reports and related documents, this effort relied primarily on state regulatory authority websites and professional contacts with utilities around the country. In addition, EIA checked some utility websites for evaluation reports. Many public service commission websites also store all public records in docket databases. Recorded and associated State-level data EIA's data file contains recorded data fields most relevant to analyses on program information:

SAN FRANCISCO (AP) ? The third person to die from injuries suffered when an Asiana Airlines jetliner crash landed in San Francisco was identified as a 15-year-old Chinese girl who attended school with the other two victims.
San Mateo County Coroner Robert Foucrault on Saturday confirmed the identity of the third victim as Liu Yipeng.
He said that she was rushed to San Francisco General Hospital with head injuries after the July 6 crash and died there Friday morning.
Chinese state media said she attended school with the two 16-year-old girls who also died in the crash.
Liu Yipeng's identification comes a day after her death was announced amid the official confirmation that one of the other girls who died in the disaster had been covered on the runway in flame-retardant foam and hit by a fire truck speeding to the crash site, a disclosure that raised the tragic possibility she could have survived the crash only to die in its chaotic aftermath.
Police and fire officials confirmed Friday that Ye Meng Yuan was hit by a fire truck racing to extinguish the blazing Boeing 777.
"The fire truck did go over the victim at least one time. Now the other question is, 'What was the cause of death?'" San Francisco police spokesman Albie Esparza said. "That's what we are trying to determine right now."
All three girls killed were from China.
Ye Meng Yuan's close friend Wang Linjia was among a group of injured passengers who did not get immediate medical help. Rescuers did not spot her until 14 minutes after the crash. Wang Linjia's body was found along with three flight attendants who were flung onto the tarmac.
Moments after the crash, while rescuers tried to help passengers near the burning fuselage, Wang Linjia and some flight attendants lay in the rubble almost 2,000 feet away. A group of survivors called 911 and tried to help them.
Survivors said that after escaping the plane, they sat with at least four victims who appeared to be seriously hurt. They believe one of them was one of the girls who died.
Cindy Stone, who was in that group, was recorded by California Highway Patrol dispatchers calling in for help: "There are no ambulances here. We've been on the ground 20 minutes. There are people lying on the tarmac with critical injuries, head injuries. We're almost losing a woman here. We're trying to keep her alive."
San Francisco fire spokeswoman Mindy Talmadge said Friday that when airport personnel reached the group near the seawall, Linjia was dead. She did not know when the girl had died.
Several flight attendants remain hospitalized.
Talmadge also confirmed that an Associated Press photograph of a body under a yellow tarp near the burned-out jet was Ye Meng Yuan.
The photo, taken from above, shows firefighters looking down at the tarp, and there are truck track marks leading up to it.
Police said the teenager was covered in foam that rescuers had sprayed on the burning wreckage. When the truck moved while battling the flames, rescuers discovered her body, Esparza said.
"The driver may not have seen the young lady in the blanket of foam," said Ken Willette of the National Firefighter Protection Agency, which sets national standards for training airfield firefighters. "These could be factors contributing to this tragic event."
He said fire trucks that responded to the Asiana crash would have started shooting foam while approaching the fuselage from 80 or 100 feet away. The foam was sprayed from a cannon on the top of the truck across the ground to clear a safe path for evacuees. That was supposed to create a layer of foam on the ground that is several inches high before the truck gets to the plane.
The victims were close friends and top students, looking forward to spending a few weeks at a Christian summer camp in California, where they planned to practice English and boosting their chances of attending a U.S. college.
Their parents were flown to San Francisco after their deaths where the Chinese consulate was caring for them.
The crash-landing occurred after the airliner collided with a rocky seawall just short the runway. Dozens of passengers were hurt. There were 182 survivors taken to hospitals, though most suffered only minor injuries.
So far, an investigation indicates the pilots, a trainee and his instructor, failed to realize until too late that the aircraft was dangerously low and flying too slow.
Nothing disclosed so far by the National Transportation Safety Board investigators indicates any problems with the Boeing 777's engines, computers or automated systems.
Also, San Francisco airport officials said that the runway where the jet crashed was reopened Friday evening, and all airlines would resume normal schedules immediately.

LOS ANGELES (AP) -- The powerful earthquake that rocked Japan in 2011 set off tremors around a West Texas oil field, according to new research that suggests oil and gas drilling operations may make fault zones sensitive to shock waves from distant big quakes.
It's long been known that large quakes can trigger minor jolts thousands of miles from the epicenter. Volcanically active spots like Yellowstone National Park often experience shaking after a large distant event.
Less is known about the influence of remote quakes on fault lines that have been weakened by man-made activity like the deep disposal of wastewater at the Texas oil field. A new study led by researchers at Columbia University and published Friday in the journal Science suggests a strong quake that strikes halfway around the globe can set off small to mid-size quakes near injection wells in the U.S. heartland.
"The seismic waves act as the straw that breaks the camel's back, pushing the faults that last little bit toward an earthquake," lead researcher Nicholas van der Elst said in an email.
There has been heightened scrutiny in recent years of quakes near industrial areas as drilling is ramped up to satisfy the country's energy hunger. Research has shown that wastewater disposal - the process of pumping fluids deep into the ground at high pressures - can weaken nearby fault lines and even produce quakes big enough to be felt. The controversial practice of hydraulic fracturing, or fracking, which uses high-pressure mixtures of water, sand and chemicals to extract natural gas or oil, also can trigger quakes, but they're typically microquakes - smaller than magnitude-2.
By poring through the quake archives, van der Elst and colleagues found evidence that faults near wastewater injection sites were loaded with stress when ripples from a faraway earthquake traveled around the planet.
They contend:
-The magnitude-9 Japan quake set off a swarm in the West Texas town of Snyder, where oil extraction has caused shaking in the past.
-The magnitude-8.8 Chile quake in 2010 triggered a magnitude-4.1 in Prague, Okla., home of active injection wells.
-The Chile quake also set off a series of small quakes in the Colorado town of Trinidad near the New Mexico state line known for extracting natural gas from coal beds.
In those instances, the triggered seismic activity was followed months later by a moderate quake and researchers say that could be a warning sign of stress on the fault. The triggered events are too small to relieve all the stress and some of that stress can be transferred to nearby faults, making a future larger event more likely, said van der Elst.
Not all sites near injection wells showed increased shaking after a strong distant quake. The team found the most affected areas were places where pumping has been going on for decades.
University of Utah mechanical engineer Sidney Green called the results interesting but "rather speculative" and said they need more study.
If the observations bear out, it could help oil and gas operators know "where it's safe to inject and where it's not," said Julie Shemeta, a geophysicist and president of Colorado-based MEQ Geo Inc., a consulting company.
Despite a history of man-made quakes near wastewater injection sites, only a small number of the country's 30,000 disposal wells are a problem, said U.S. Geological Survey seismologist William Ellsworth, who published an article in the journal reviewing the state of research.
Ellsworth said fracking does not pose a high risk for triggering quakes strong enough to feel. The largest man-made quake linked to fracking was a magnitude-3.6 in British Columbia in 2009.
In a third quake-related paper appearing in Science, researchers at the University of California, Santa Cruz, found increased seismic activity over a 30-year period around a Southern California geothermal plant located near the San Andreas Fault. The plant pumps water in and out of an underground reservoir to make steam that drives turbines.
Lead author Emily Brodsky said she has come up with a way to determine the rate of quakes from pumping at the site and plans to test the method at other geothermal plants.

Lincecum (5-9) was in control from the start Saturday, striking out 13. He walked four and hit a batter.
Still, he needed some help to preserve his no-no. Pence caught Alexi Amarista's sinking liner with a full dive to end the eighth. The Freak pumped his fist as Pence jumped up with the ball in his glove. Amarista put his hands to his helmet and pulled it off in disgust.
"I thought for sure it was a hit," Lincecum said. "You see Hunter flying out of nowhere making the flying grab. That was really impressive a big play for us."
Pablo Sandoval did his part, too, when he made a nice backhanded play on pinch-hitter Jesus Guzman's grounder deep behind third base and threw him out for the third out of the seventh.
Lincecum had been struggling coming in, losing his previous four decisions and hadn't won since June 4 against Toronto. He hadn't won on the road since April 3 at the Los Angeles Dodgers.
Then again, he'd gotten only 12 runs of support in his last 10 starts.
The Padres remain the only team without a no-hitter.
