Fed seen maintaining bond-buying, but divisions remain

WASHINGTON (Reuters) - The Federal Reserve is expected to keep monetary policy on a steady path when it concludes a two-day meeting on Wednesday, though behind the scenes intensive debate continues over when the controversial bond-buying program should be curtailed.

The policy statement issued by the U.S. central bank at the end of the meeting will likely be only slightly rephrased from its meeting in December to reflect minor changes in the economic outlook, notably reduced risks from financial turmoil in Europe

Otherwise, economists say the policy-setting Federal Open Market Committee will maintain asset buying at $85 billion a month and retain the commitment to hold interest rates near zero percent until the unemployment rate falls to 6.5 percent, provided inflation does not threaten to breach 2.5 percent.

The Fed has taken unprecedented steps to try to spark a stronger economic recovery and drive down unemployment. It has kept overnight interest rates near zero since late 2008 and has launched three rounds of bond purchases, known as quantitative easing, to drive other borrowing costs down.

Recent data has been consistent with a gradual improvement in the economy, although the government's monthly labor market report, to be released on Friday, is expected to show the jobless rate remained stuck at 7.8 percent in January.

"The FOMC is expected to tweak the description of the state of the economy but announce no new policy measures," Morgan Stanley economist David Greenlaw wrote in a note to clients.

The Fed statement is expected at around 2:15 p.m. (1915 GMT).

QE THRESHOLDS?

To get a sense of what likely will be a lively discussion on how the Federal Reserve should communicate about the future of its current securities purchase program, dubbed QE3, investors will have to wait three weeks for the release of the meeting's minutes.

Critics warn that the bond buying, which has tripled the Fed's balance sheet to almost $3 trillion since 2008, might stoke inflation or trigger an asset bubble that could tip the economy back into recession when it bursts.

Some policymakers advocate adopting set levels of certain economic variables that would signal when the central bank thinks the time is ripe to stop the purchases, much like the "thresholds" it has adopted to help guide the market's understanding of when interest rates are finally likely to rise.

An unexpected halt in the buying, which accounts for a considerable part of the demand for U.S. Treasury debt, could send long-term borrowing costs shooting up and damage the recovery.

The president of the Boston Federal Reserve Bank, Eric Rosengren, has led the charge for bond-buying thresholds, arguing the central bank should continue the purchases until unemployment falls under 7.25 percent.

Other officials think differently, and it may take months to build a consensus -- if one can even be built.

Since September, when it launched QE3, the Fed has said it would buy bonds until it saw a substantial improvement in the outlook for the labor market -- a mark many analysts think won't be reached this year.

More than half of 41 economists polled by Reuters earlier this month expect purchases to continue into 2014.

"They have to see a substantial improvement in the labor market, and they don't forecast one this year," said Stephen Oliner, a resident scholar at the American Enterprise Institute in Washington.

But minutes of the Fed's December meeting, released early this month, showed a few policymakers thought the program should be halted by the mid-2013, surprising financial markets.

As the first meeting of the year, four voting seats on the policy panel will change hands.

The new voters are Esther George, the Kansas City Fed president; Boston's Rosengren; James Bullard, the St. Louis Fed president; and Chicago Fed President Charles Evans.

George is viewed as a clear hawk and the most likely to dissent against maintaining the bond purchases, while Evans and Rosengren are expected to vote in favor. Bullard's recent comments have been hawkish, but he has not sounded sufficiently uncomfortable with current policy to dissent at this stage.

NEW?ORLEANS - City officials and NFL representatives are hosting a special ribbon cutting ceremony for the Ernest N. Morial Convention Center Friday.

The ceremony will serve as grand opening of the Great Hall, previously known as Hall A, which will house the 60,000 square foot NFL Shop for the Super Bowl.

"The Convention Center never really had a sense of approach. We never had a real front door. So, we felt that was very, very necessary in order to engage our visitors when they come," said Bob Johnson, general manger of the Convention Center.

Hall A is now a column-free "grand meeting space," Johnson said.

The hall was renamed the Great Hall in deference to the World's Fair in 1984, during which it was referred to by the same name.

There is also a new 4,000 square foot meeting room with a terrace that overlooks the city scape. It was named the Rivergate Room in honor of the history of the exhibition industry in New Orleans.

The hall's first purpose will be to serve as the entrance to the NFL Experience. The NFL Store opens in the hall on Friday, and the Experience opens at the Convention Center on Wednesday. The Experience takes up the 1,000,000 square feet of the building.

"We had to get this project planned, designed, demolished and constructed in 13 months," Johnson said.

Lieutenant Governor Jay Dardenne and Mayor Mitch Landrieu will be present at the 10 a.m. dedication.

A success story announced by the International Society of Hymenopterists and Pensoft Publishers

The open access model has created a range of new opportunities for the dissemination and popularization of scientific research, but many society- or institution-based academic journals continue on a subscription basis.

In 2011, the International Society of Hymenopterists (ISH) decided to move their publication, the Journal of Hymenoptera Research (JHR), from a conventional, subscription-based model to open access with Pensoft Journal Systems (PJS 2.0). The two years of positive experience are described in an Editorial in the latest issue of JHR.

One of the many positive changes that JHR has been experiencing since the switch is a flexible schedule allowing an unlimited number of published articles per year, as opposed to the earlier restriction of two issues per year. "The open access model and online publication of Pensoft offers a wide range of additional dissemination services", says Dr Stefan Schmidt from the Zoologische Staatssammlung in Munich, Germany.

These services include data publishing and automated export of "atomized" content, that is, separate parts of the articles - like species descriptions and images - to important scientific databases and global aggregators." Amongst these platforms are the Encyclopedia of Life, the wiki Species-ID, and the Plazi Treatment Repository.

Open access facilitates public outreach of research through press releases associated with published articles. Since May 2011, Pensoft has been supporting authors in "translating" the technical texts into press releases with accessible language and illustrative media, which then result in postings on science news distributors, mass and scientific media and through the social networks (Twitter, Facebook, Google+, etc.). The service means a wider outreach and popularity for the research performed by the authors as well as for hymenoptera research more broadly.

"The results are more than obvious the journal started a new life, experienced a visible growth and became a place to go for Society members and specialists with an interest in Hymenoptera", Schmidt says, adding that "while we put a lot of effort into technological development, we continue to produce a high resolution full-colour printed version with a subscription option for individuals and institutions, and offer a discount on printed copies and open access fees for Society members."

"The Journal of Hymenoptera Research was the first society journal that trusted the novel journal publishing platform of Pensoft. I am convinced that using the previous print-based, and PDF-only publishing model (even in open access) brings a lot of trouble to institutional and society journals. Many of them simply struggle to survive. We are glad to witness such a successful transition of JHR", concludes Prof. Lyubomir Penev, founder and managing director of Pensoft Publishers.

Herschel finds past-prime star may be making planets

Jan. 30, 2013 ? A star thought to have passed the age at which it can form planets may, in fact, be creating new worlds. The disk of material surrounding the surprising star called TW Hydrae may be massive enough to make even more planets than we have in our own solar system.

The findings were made using the European Space Agency's Herschel Space Telescope, a mission in which NASA is a participant.

At roughly 10 million years old and 176 light years away, TW Hydrae is relatively close to Earth by astronomical standards. Its planet-forming disk has been well studied. TW Hydrae is relatively young but, in theory, it is past the age at which giant plants already may have formed.

"We didn't expect to see so much gas around this star," said Edwin Bergin of the University of Michigan in Ann Arbor. Bergin led the new study appearing in the journal Nature. "Typically stars of this age have cleared out their surrounding material, but this star still has enough mass to make the equivalent of 50 Jupiters," Bergin said.

In addition to revealing the peculiar state of the star, the findings also demonstrate a new, more precise method for weighing planet-forming disks. Previous techniques for assessing the mass were indirect and uncertain. The new method can directly probe the gas that typically goes into making planets.

Planets are born out of material swirling around young stars, and the mass of this material is a key factor controlling their formation. Astronomers did not know before the new study whether the disk around TW Hydrae contained enough material to form new planets similar to our own.

"Before, we had to use a proxy to guess the gas quantity in the planet-forming disks," said Paul Goldsmith, the NASA project scientist for Herschel at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "This is another example of Herschel's versatility and sensitivity yielding important new results about star and planet formation."

Using Herschel, scientists were able to take a fresh look at the disk with the space telescope to analyze light coming from TW Hydrae and pick out the spectral signature of a gas called hydrogen deuteride. Simple hydrogen molecules are the main gas component of planets, but they emit light at wavelengths too short to be detected by Herschel. Gas molecules containing deuterium, a heavier version of hydrogen, emit light at longer, far-infrared wavelengths that Herschel is equipped to see. This enabled astronomers to measure the levels of hydrogen deuteride and obtain the weight of the disk with the highest precision yet.

"Knowing the mass of a planet-forming disk is crucial to understanding how and when planets take shape around other stars," said Glenn Wahlgren, Herschel program scientist at NASA Headquarters in Washington.

Whether TW Hydrae's large disk will lead to an exotic planetary system with larger and more numerous planets than ours remains to be seen, but the new information helps define the range of possible planet scenarios.

"The new results are another important step in understanding the diversity of planetary systems in our universe," said Bergin. "We are now observing systems with massive Jupiters, super-Earths, and many Neptune-like worlds. By weighing systems at their birth, we gain insight into how our own solar system formed with just one of many possible planetary configurations."

Google Facing Legal Action In UK Over 'Safari-Gate' | WebProNews

Google continues to deal with the fallout from ?Safari-gate? privacy scandal that led to a record fine (for a single company) from the U.S. Federal Trade Commission last August. The company was fined $22.5 million.

Now, iPhone users in the UK are getting together to sue Google over the debacle. The Guardian reports:

At least 10 British iPhone users have started legal proceedings and dozens more are being lined up, according to Dan Tench, the lawyer behind the action at the London-based firm Olswang.

?This is the first time Google has been threatened with a group claim over privacy in the UK,? he said. ?It is particularly concerning how Google circumvented security settings to snoop on its users. One of the things about Google is that it is so ubiquitous in our lives and if that?s its approach then it?s quite concerning.?

There is a Facebook Group called ?Safari Users Against Google?s Secret Tracking,? which has been set up by the law firm in connection with the users who are going after Google. In the ?About? section, the description says:

This group has been set up to provide information for anyone who used the Safari internet browser between September 2011 and February 2012, and who was illegally tracked by Google.

Any users in the UK may have a claim against Google for this breach of their privacy. Other users, who have set up this group, are taking action against Google to hold them to account.

Members of this informal group have instructed the leading technology and media law firm, Olswang, to begin an action against Google.

Keep it Together: A First Birthday Party

Most reasonable families will hold their baby's First Birthday Party in their home. Invite just a few guests; mainly family and close friends. Bake a small homemade cake with natural baby friendly ingredients. Quiet, low-key, and calm is the way to go as not to overwhelm the little one (who won't remember it anyway).

We've never done it like that, though, at our house. I tried (really, I tried!) to keep it low-key for Jaina's first birthday. But once I invited one family from the neighborhood, I realized that it would be nice to invite another family from the neighborhood, and then I couldn't leave out the other family from the neighborhood, too. Then there were friends from MOMS Club and from the library storytime. And close friends of the family. And of course, family!

We ended up having so many people that some guests had to sit on our stairs and on our front porch to eat cake.

With Jayce's first birthday party, pretty much the exact same thing happened.

The only difference with Jocelyn's party is that Brian put his foot down about NOT having it at the house.

Where on earth are we going to find a place to have a one year old's birthday party in January?

Too cold for parks, too young for pretty much anything else.

I finally had the great idea to call the Gymboree Play and Music gym in a neighboring town. Perfect!

(well, except for the fact that ages 5 and older can't play. I had some pretty bored big kids that had to occupy themselves with a game of Bingo and some crafts).

Despite the big kids not being involved, the babies, toddlers, and preschoolers had a ball! (10 little ones in all!)

All in all, it was a great birthday!

I couldn't take pictures of her with her cake (she was hilarious and wouldn't really touch it without using a fork!) but as soon as I get some, I'll upload them in another post!

Status quo and culture of blame-shifting fueling income inequality: DRP, MDP thumbnail

The Dhivehi Rayyithunge Party (DRP) and Maldivian Democratic Party (MDP) agree income inequalities are being fueled by vested interests, faulty government policies and a lack of educational training opportunities for youth.

President Dr Mohamed Waheed Hassan Manik recently?commented on the growing nationwide income disparity despite revenues doubling in the Maldives over the last decade, during a speech on Kan?ditheemu island in Miladhummadulu (Shaviyani) Atoll.

?The provision of incentives for the poor, and boosting their living standards to a certain minimum, are some of the efforts that could be undertaken,? Waheed said.

However the DRP and MDP have agreed that the government is grossly out of touch with the systemic problems fueling inequality in the Maldives.

?The political elite lead privileged lives and have no idea what is going on here. Many people like [President] Waheed have spent all their time overseas, which explains why public servants are primarily children of privilege with no life experience,? MDP Spokesperson MP Hamid Abdul Ghafoor told Minivan News.

?No one talks about this because they want to maintain the status quo,? he added.

DRP Deputy Leader and Spokesperson Ibrahim Shareef agreed.

?Politicians are blind to the realities of life because of political polarisation. There is no trust, everyone just shifts blame around,? he told Minivan News.

?People in a position to create change must work hard to achieve that change or problems pile up. What President Waheed is saying is one thing ? he may be sincere ? but let us see if it is different from what he is doing,? Shareef added.

Ghafoor and Shareef both highlighted that work and educational opportunities are very limited and still centralised in Male?. The disproportionate reliance on an inequitable tourism sector creates further income disparities.

?Government has not done enough?: DRP

Shareef told Minivan News the government has not done enough to correct these issues.

The ?best and brightest? are forced to leave their islands and settle in Male? or the resorts primarily located in the atolls surrounding the capital, while the ?rich get richer and the poor get poorer?.

?Government policies and vested interests continue to widen the [income] gap that has been created between ?haves? and ?have nots? over the years, and marginalised development.

?Competing with those [privileged] people is impossible unless we form capable structures conducive to equitable development, open ourselves for broad sections of society to participate in the workforce, and enact policies that redistribute wealth,? Shareef stated.

Shareef also discussed problems that have arisen from high economic dependency on the tourism sector, which was structured inequitably during the 30-year administration of former President Maumoon Abdul Gayoom.

?Gayoom restricted the tourism sector by only allowing ?certain families? and allies to build resorts,? Shareef explained.

?Now Maldivians with the capability and vision to build resorts are rarely provided the license or access to investment capital needed,? he added.

Shareef said more resorts targeted toward the ?middle market? are needed, in addition to anti-monopoly laws.

He also believes that the education system does not properly prepare youth for the service based economy, and is instead geared toward servicing the government.

Shareef emphasised that this shortcoming has created a huge economic problem whereby over 100.000 expatriates dominate the workforce, particularly among managerial, accounting, and clerical positions in resorts.

?There is something really wrong with the education system. We have very bright and capable youth, but 67 percent still fail O?Level exams,? he said.

?Thus, there are between 30,000 and 40,000 youth without jobs, however they think they are highly-educated so they do not take ?menial? jobs, preferring unemployment,? he said.

Shareef said there was an urgent need to reforming the education system to provide vocational training and raising awareness among youth that learning such skills was dignified.

?If youth are not willing, capable, or trained then the income gap widens. They just stay home loitering, spitting on and abusing passers-by.

?Meanwhile, we import labourers to do everything. This is a huge waste of human resources,? Shareef stated, calling for a ?master plan? to tackle the country?s social problems.

?Lack of awareness permits slave labour?: MDP

Ghafoor echoed Shareef?s remarks. He told Minivan News that the growing income inequalities are symptomatic of centralised, inequitable resource allocation ? particularly in the tourism sector ? as well as the lack of skills training for youth within the education system.

?The political right requires the status quo be maintained, which narrows the tourism base, and keeps the poor poor,? Ghafoor said.

?They take advantage of the lack of awareness [among youth and foreign workers], essentially creating conditions of slave labor,? he added.

Ghafoor explained how the educational skills training vacuum for Maldivian youth leads to a dependency on foreign labourers.

?At present there is a dependency on imported labour. Foreign workers ? especially Bangladeshis ? work under terrible conditions, for cheap, and this has led to a dramatic increase in human trafficking and human rights abuses.?

Ghafoor emphasised the serious resource allocation problem within government policies which compels youth to relocate to Male? for employment, or seek resort work.

?The young husbands and wives who do find work at resorts are separated from their families for prolonged periods of time. Where else would employees ?sleep on the shop floor? and not be able to return to their families at the end of an eight hour work day? This is really impacting the social fabric of the Maldives,? Ghafoor added.

The MDP had many ideas to correct the income disparities fueled by geographic distance, particularly regarding the tourism sector, Ghafoor said.

?The MDP has a plan for radically changing the tourism approach by focusing on providing adequate compensation through a national minimum wage, locations on or closer to inhabited islands, and protecting workers rights.?

Ghafoor emphasised the need for protecting workers rights as a means to not only reduce income inequalities, but also reduce human trafficking ? an issue, he said, that has only been discussed openly in the past three years.

?Proper governance, including the integration of International Labour Organisation (ILO) standards into legislation is essential, as is the development of the Tourism Employees Association of the Maldives (TEAM),? he added.

Developing guesthouses on islands ?where the average family can profit? was another option for decentralising the tourism sector and creating jobs on local islands.

The senior from Mountain View High School set two Bridgewater College school records at the two-day meet. Competing against Division I, II and III athletes, he finished fifth in the 1,000 meters (2:33.80) and anchored the Eagles to a second-place finish in the 3,200 relay (8:00.27).

At the same meet, Christopher Newport junior Jenna Elliott (Massaponax) finished second in the women?s high jump (5?3), and teammate Ray Gamache (King George) was sixth in the men?s 3,000 (8:50.20), with Lynchburg?s Lawrence Minor (Spotsylvania) seventh (8:57.52).

Illinois to allow immigrants to get licenses

SPRINGFIELD, Ill. (AP) ? Illinois is the fourth state to allow illegal immigrants to obtain a driver's license with a new law signed by the governor.

Democratic Gov. Pat Quinn signed the legislation Sunday surrounded by hundreds of supporters who say the measure will make Illinois' roads safer and expand opportunities for illegal immigrants.

Quinn says people need a way to get to work, drive to the doctor and drive their children to school. Chicago Mayor Rahm Emanuel says the new law should serve as a model for the nation.

New Mexico and Washington both issue licenses to undocumented immigrants, while Utah issues permits.

Illinois officials say the dissemination of the temporary licenses is expected to begin in November.

The legislation was billed as a public safety measure and had bipartisan support.

Adam Forman, ??a former tax consultant and a [current] policy researcher??recently published an article in the NY Post entitled, ?Growing NY through smarter taxes.? The piece explains how two-tiered property taxation will mitigate speculation in the wake of Hurricane Sandy. Enjoy the article below!

In the wake of Hurricane Sandy, investors and government agencies will pour millions of dollars into the Rockaways, Howard Beach, Coney Island and elsewhere. Homes will be rebuilt. Parks, utilities and infrastructure will be restored.The public commitment to revitalizing these neighborhoods should comfort Sandy?s victims. Regrettably, it will also encourage another, potentially hazardous, constituency: real-estate speculators.

As a result of the storm, property values have plummeted. The vulnerability of these neighborhoods was exposed, and rising insurance costs will discourage potential homeowners. Not so, speculators. Vacant lots are cheaper to insure; overflowing tides don?t inflict damage on mounds of dirt.

Speculators will sit on their land, incurring little cost and waiting for public investment to revitalize the area. Meanwhile, the accumulation of empty plots will blight the neighborhood, delay recovery and undermine government efforts at restoration.

This behavior is not unique to storm-ravaged sections of the city. ?Up-and-coming? neighborhoods too often fall prey. Above 125th Street, speculators have patiently (and cheaply) awaited the lower-Harlem renaissance to creep northward. The area is left pockmarked with vacant lots. Renewal is delayed, if not thwarted altogether.

How can we temper these undesirable practices? With a two-tier property tax ? a revenue-neutral shift to encourage development rather than land speculation.

Property assessments are divided into two parts: one for the value of the land itself, the other for the value of buildings (?improvements?). Under two-tier taxation, land is taxed at a significantly higher rate than are improvements. The lower rate for buildings provides an incentive for owners to maintain and restore properties. The higher rate for land discourages speculation. Developers cannot sit on undeveloped or underdeveloped land without suffering steep costs.

How might two-tiered taxation work? In New York, land and improvements in residential areas are subject to an 18.6 percent property tax.Thus, land with a taxable value of $10,000 would be taxed $1,860, and improvements with a similar taxable value of $10,000 would owe another $1,860, a total of $3,720. Under a two-tier system, the tax rate for land could jump by, say, 50 percent, while the rate for improvement could be halved.In that case, the owner would pay $2,790 in land taxes and $930 for improvements ? keeping the total to $3,720.

But here?s the payoff: The owner?s tax bill under that scheme would climb another $2,790 if he purchased a second lot with a taxable value of $10,000 ? but by only $930 if he used that money toward building.Thus, hoarding would be discouraged; development encouraged.

The two-tier property tax has a proven record of success. In 1979, Pittsburgh began taxing land at a rate six times higher than improvements. In the ensuing decade, building permits increased by 70.4 percent. This expansion occurred while its core industry, steel, was faltering. In the same period, the number of building permits fell by 14.4 percent in similar Northeastern and Midwestern cities.

Harrisburg, Penn., also experienced a boost. From 1950 to 1977, the city lost nearly half its population. According to federal criteria, it was the second most distressed city in America. Following the introduction of two-tier property taxation, along with other revitalization policies, Harrisburg made an impressive comeback. In the ensuing decade, the number of vacant sites fell by nearly 90 percent, and the number of businesses more than doubled. (The city?s recent financial problems are unrelated.)

Besides stimulating urban renewal, two-tier taxation has another virtue: transparency. New York has experimented with a variety of abatements to incentivize development. Too often, these exemptions are issued quietly and selectively ? targeted at specific projects or well-heeled interest groups. Two-tier taxation, on the other hand, creates a simple and uniform code to stimulate property investment. If a more customized approachispreferred, it should be geared not toward individuals but neighborhoods ? in commercial corridors and where public investment is being targeted.

In the wake of Hurricane Sandy, and for the good of all renewal efforts, a two-tier property tax is vital in New York. And as a revenue-neutral idea, it?s perfectly consistent with the goals of of Gov. Cuomo?s Tax Reform and Fairness Commission.

By discouraging speculation, it would guard against undesirable fluctuations in the real-estate market. And by encouraging building in areas suitable for redevelopment, such a tax would stimulate the city?s economy and discourage sprawl.

City pols often fight over the?amount?of taxation. But a top priority should besmartertaxes. The two-tier property tax would be a brilliant first step.

Boy Scouts consider end to gay ban

The Boy Scouts of America is considering an end to its longstanding policy of banning gay scouts and scout leaders, the organization said on Monday.

The new policy would eliminate the ban on gays from its national rules, allowing local chapters to decide for themselves.

?The BSA is discussing potentially removing the national membership restriction regarding sexual orientation," Deron Smith, a spokesman for the Boy Scouts of America, said in an emailed statement. "This would mean there would no longer be any national policy regarding sexual orientation. The policy change under discussion would allow the religious, civic or educational organizations that oversee and deliver scouting to determine how to address this issue."

The 102-year-old scouting organization represents 290 local councils and more than 116,000 local organizations.

The move would allow parents to then "choose a local unit which best meets the needs of their families,? Smith added. The new policy could be announced as early as next week.

It would also be a public reversal of policy for an organization that recently rejected calls for change. In 2012, following an internal study on the issue, the Boy Scouts of America's executive board issued a statement affirming the ban, saying it was ?the best policy for the organization.?

The decision followed the forced resignations of gay scout leaders and the denial of an Eagle Award to Ryan Andresen, a California high-school senior who had recently come out to his friends and family. It also prompted a response from the White House, which said President Obama sharply opposed the Boy Scouts' ban on gays.

?He also opposes discrimination in all forms,? the White House said in a statement, "and as such opposes this policy that discriminates on basis of sexual orientation."

According to NBC, some board members urged the youth organization to reconsider its policy as some sponsoring organizations responded by withdrawing their financial support of the group.

Change.org petitions opposing the ban have collected more than 1.2 million signatures. And according to Scouts for Equality, at least 350 Eagle Scouts returned their pins in protest.

LOS ANGELES (AP) ? The CIA thriller "Argo" continues to steamroll through awards season, winning the top honor for overall cast performance at the Screen Actors Guild Awards.

SAG's lead-acting honors Sunday went to Jennifer Lawrence for her role as a troubled widow in a shaky new relationship in the lost-souls romance "Silver Linings Playbook" and Daniel Day-Lewis as Abraham Lincoln in the Civil War epic "Lincoln."

Anne Hathaway of "Les Miserables" and Tommy Lee Jones of "Lincoln" won the supporting-acting honors.

"It occurred to me ? it was an actor that murdered Abraham Lincoln," said Day-Lewis, a solid front-runner to join an exclusive list of three-time acting Oscar winners. "And therefore, somehow it is only so fitting that every now and then an actor tries to bring him back to life again."

It was a brisk, businesslike and fairly bland evening as the actors union handed out honors to a predictable lineup of winners who generally had triumphed at earlier Hollywood ceremonies or past SAG shows.

The SAG cast win came a day after "Argo" claimed the top honor from the Producers Guild of America, whose winner often goes on to claim best picture at the Academy Awards. "Argo" also was a surprise victor two weeks ago at the Golden Globes, where it won best drama and director for Ben Affleck.

The awards momentum positions "Argo" for a rare feat at the Feb. 24 Oscars, where it could become just the fourth film in 85 years to be named best picture without a nomination for its director.

"To me this has nothing to do with me, it has to do with the incredible people who were in this movie," said Affleck, who also stars in "Argo" and accepted the SAG prize alongside his cast.

Affleck plays CIA agent Tony Mendez, who masterminded the daring rescue of six U.S. embassy workers in Iran after the 1979 hostage crisis erupted. The Americans were brought out of Iran masquerading as crew members of a fake Hollywood sci-fi movie scouting locations.

A directing nomination at the Oscars usually goes hand in hand with a best-picture win. When Affleck was snubbed for a directing slot, awards analysts initially were counting "Argo" out for the best-picture Oscar, along with Kathryn Bigelow's "Zero Dark Thirty" and Tom Hooper's "Les Miserables," which also missed out on directing nominations.

Only once in modern times has a film won best picture without a directing nomination, with 1989's "Driving Miss Daisy." The other two times came in the show's early years, at the first Oscars in 1929 with "Wings" and for 1932's "Grand Hotel."

But "Argo" has proven a resilient crowd-pleaser, dominating at awards shows since then over Steven Spielberg's "Lincoln," which leads the Oscars with 12 nominations.

The cast prize at SAG adds some weight to the Oscar prospects for "Argo," though the guild honor has a spotty record at forecasting eventual best-picture winners. Only eight of 17 times since the guild added the category has the cast winner gone on to take the best-picture Oscar. "The Help" won the guild's cast prize last year, while Oscar voters named "The Artist" as best picture.

The next playoff round before the Oscars is Saturday's Directors Guild of America Awards, where Affleck, Bigelow, Spielberg and Hooper all are nominated, along with Ang Lee for "Life of Pi." The winner there typically goes on to triumph with directing and best-picture Oscars, but only Spielberg and Lee are nominated for both the Directors Guild and Oscar prizes this time, throwing the awards picture into a muddle.

Sunday's acting prizes solidify those categories, though. "Silver Linings" star Lawrence won a Golden Globe and has become one of Hollywood's hottest talents, with part two of her blockbuster franchise, "The Hunger Games: Catching Fire," due out in November.

"Now I have this naked statue that means some of you even voted for me, and that is an indescribable feeling," Lawrence said after explaining she earned her SAG card at age 14 by filming a spot for MTV.

Hathaway won for her role as a doomed single mother forced into prostitution in the adaptation of the stage musical based on Victor Hugo's epic novel. Her win came over four past Oscar recipients ? Sally Field, Helen Hunt, Nicole Kidman and Maggie Smith.

"I'm just thrilled I have dental," Hathaway said. "I got my SAG card when I was 14. It felt like the beginning of the world. I have loved every single minute of my life as an actor. ... Thank you for nominating me alongside incredible women and incredible performances."

Jones, who was not at the show, won for his turn as abolitionist firebrand Thaddeus Stevens in the Civil War epic. The win improves his odds to become a two-time Academy Award winner. He previously won a supporting-actor Oscar for "The Fugitive."

Day-Lewis, a two-time Oscar winner for "My Left Foot" and "There Will Be Blood," could become the fifth actor to earn three Oscars, along with Meryl Streep, Jack Nicholson, Ingrid Bergman and Walter Brennan. Katharine Hepburn has the acting record with four Oscars.

Backstage at SAG, Day-Lewis was hardly ready to predict a third Oscar win.

"There's a good chance I won't. I feel the same way at all these occasions. Mostly, we're traveling as a group, the fellow nominees, give or take one here or there," Day-Lewis said. "I would happily recognize any single one person whose name is called."

On SAG's television side, with "30 Rock" ending its run, its stars Tina Fey and Alec Baldwin won the SAG awards for best comedy performers. It was Baldwin's seventh-straight win, while Fey earned her fifth SAG prize.

"Oh, my God. It's ridiculous," Baldwin said. "It's the end of our show, which is sad. Everybody is sad about that. It was the greatest experience I've ever had."

Fey gave a plug for the show's finale airing Thursday, noting that it's up against "The Big Bang Theory."

"Just tape 'The Big Bang Theory' for once, for crying out loud," Fey said.

"Modern Family" won for best overall cast in a TV comedy show. Accepting for the cast, "Modern Family" co-star Jesse Tyler Ferguson offered thanks to the makers of "30 Rock" and another departing series, "The Office," saying "you all have set the comedy bar so high."

The TV drama acting awards went to Claire Danes of "Homeland" and Bryan Cranston of "Breaking Bad." ''Downton Abbey" won the TV drama cast award.

Julianne Moore's turn as Sarah Palin in "Game Change" earned her the TV prize for best actress in a movie or miniseries. Kevin Costner won for best actor in a movie or miniseries for "Hatfields & McCoys."

Receiving the guild's life-achievement award was Dick Van Dyke, who presented the same prize last year to his "The Dick Van Dyke Show" co-star, Mary Tyler Moore.

After waiting on stage for a prolonged standing ovation to end, Van Dyke said, "That does an old man a lot of good."

Performing Arts Education Centers Opens to the District, Community ...

The LVUSD Performing Arts Education Centers (PAEC) in Agoura Hills and Calabasas kicked off their grand opening festivities Friday night in both cities.

The $44 million identical facilities, located on the Agoura Hills and Calabasas high school campuses, were entirely funded through Measure G, which passed in 2006.

"I like to describe these as 'welcome to our new classrooms,'" Dan Stenosky, LVUSD superintendent, said at the Agoura Hills site reception. "This is a cultural community assett."

The gala weekend long festival entitled "LVUSD Festival of the Arts and Education: A Grand Opening Celebration" in Agoura began the evening with a donor reception and facility tour followed by performances from the Agoura High School music program.

Agoura High Principal Larry Misel, who is retiring at the end of this year, expressed his enthusiasm over the finished product.

"This is really designed as an educational facility, so kids are not only performing, they're learning everything they'll be able to use to go right out into the world to get a job," he said.

The debut of the program is a dream long held by former superintendent Don Zimring, who attended the celebration. "This was part of the vision we had backin 1996," he said. "It took us this long to get here but we never wavered ... I was hopefully one of its strongest, loudest advocates."

The center, designed by architect John Sergio Fisher, houses a 650-seat main theater and the smaller 'black box' for educational classes and smaller productions. The state-of-the-art facility will offer the school district theater arts education, cross-curricular instruction, virtual programs, lectures, live presentations and more.

In addition, the buildings are open for rental to outside groups.

"This will be a cultural hub where the arts and education will not only enrich the students but also the greater community," said Lesli Stein, school board president.

Theater student and senior Sydney Heller, a back-stage tour guide for the evening, said she feels fortunate to be a part of this program.

"With a lot of public schools across the country cutting back on arts programs, this is really a big deal for us, because it shows that our community really respects what we do," she said.

Another unique aspect of two district theaters is the opportunity for Agoura and Calabasas to join creative forces, according to theater manager Gilles Chiasson.

"I will continue to stress the notion that students from both communities will have an opportunity to perform at both venues, regardless of where they live," he said. "I don't see the rivalry."
